Subject: [PATCH] Fix .env loading in development (#799)

* Upgrade vlucas/phpdotenv to ^5.0

`Dotenv::create($paths)` was the syntax for releases before v4

* Remove vlucas/phpdotenv dependency and make it work with newer versions.
