[4.x] Fix tenants:run argument parsing (#1287)
* Use StringInput instead of ArgvInput so that tenants:run accepts args properly
* Test that tenants:run parses the arguments correctly
* Fix code style (php-cs-fixer)
* Fix PHPStan issue
* remove unnecessary ()
